JOB SUMMARY
The Disaster Recovery Case Manager Area Lead serves as the primary on-site leadership position for disaster recovery operations within an assigned geographic area. This role functions in a dual capacity, combining direct disaster case management with supervision and leadership of local recovery staff. The Area Lead also serves as the primary liaison with volunteers, rebuild teams, Long-Term Recovery Groups (LTRGs), host sites, and partner organizations. This position maintains program compliance through a full-time leadership presence to ensure continuity of care for disaster survivors and effective, accountable program delivery. The Area Lead coordinates and executes the local Disaster Recovery Plan under the direction of the Conference Disaster Recovery Coordinator, ensuring alignment with Conference strategy, policies, UMCOR standards, and grant requirements. All duties must be performed with an understanding of and commitment to the mission, ministry, philosophy, culture, and protocols of the United Methodist Río Texas Conference.
ESSENTIAL RESPONSIBILITIES:
Program Oversight & Coordination
Coordinate closely with the Conference Disaster Recovery Coordinator to lead and oversee disaster recovery operations within the assigned area.
Oversee grant assistance eligibility determinations and provide timely analysis and recommendations to the Disaster
Recovery Coordinator.
Propose and implement effective methodologies for the efficient and equitable delivery of recovery resources to disaster survivors.
Execute outreach strategies to identify vulnerable populations and connect survivors to appropriate services, referrals, and community supports.
Serve as the primary local liaison with Long-Term Recovery Groups (LTRGs), community partners, volunteers, rebuild teams and host sites.
Participate in weekly Disaster Recovery Team meetings.
Case Management Leadership & Support
Serve a dual function, both as a program supervisor and a disaster case manager.
Provide direct supervision and performance oversight to disaster recovery case managers, including onboarding, training, and ongoing professional development, guidance on complex cases, eligibility determinations, documentation standards, and best practices.
Ensure consistent tracking of cases, including appropriate software and data entry metrics. Prepare reporting as needed.
Review case files regularly to ensure quality, compliance, timeliness, and audit readiness.
Monitor caseload distribution and workload capacity to ensure effective service delivery and adherence to program standards.
Carry and actively manage an assigned caseload of disaster recovery clients, including intake, assessment, recovery planning, referrals, documentation, and follow-up through case closure.
Conduct comprehensive damage and needs assessments and prepare required reports for recovery planning, grant eligibility, and resource allocation.
Develop and implement individualized recovery plans addressing unmet needs related to housing, repairs, financial assistance, and social services.
Compliance & Professional Standard
Ensure compliance with all Conference employment policies, data security requirements, confidentiality standards, and approved technology use.
Adhere to all applicable federal, state, and local regulations and best practices related to emergency management and disaster recovery.
Participate in required UMCOR and Conference disaster recovery trainings and ensure supervised staff complete required trainings.
QUALIFICATIONS:
Bachelor’s or associate degree in public administration, emergency management, social work, or a related field; equivalent experience considered.
Minimum of 4–5 years of experience in disaster response, emergency management, or social services, including direct case management and supervisory experience.
Demonstrated ability to manage an active caseload while supervising and supporting other case managers.
Strong leadership, critical thinking, decision-making, and communication skills.
Ability to work non-traditional hours, including some evenings and weekends, to serve clients. Must be able to travel to disaster sites and meet with clients in person, by telephone or virtually.
Valid Texas driver’s license and proof of auto insurance.
